Naruto fangame asking for donations.

Well, I saw a Naruto game called Naruto: Evolution, who has a Donate button at the bottom of the hub description. As far as I know, fangames aren't allowed to ask for donations, right? Because they use the intellectual property of someone else.
So what I wanted to know, could they do this?

Pretty sure they can ask for donations. I just don't think they can give rewards for them.

Donations =/= selling. But once you receive a reward for donating its no longer a donation and therefore illegal.
