The "lib" section wasn't properly appearing on refresh actions when no libraries were present in the project initially.

This issue has been resolved.
Descriptive Problem Summary:

When the /lib folder in the BYOND directory is empty (or does not exist) and you open up a project (or create a new one) the lib folder is not shown, however that is not the problem. The issue is that while the project is running in the IDE and the lib folder is not showing, and then you download a lib and click "Refresh" in the project's file tree the file tree does not update by showing the lib folder as it should since it now contains content. So the "Refresh" button is clearly not updating 'everything' in the file tree.

Numbered Steps to Reproduce Problem:

Restart the IDE containing the project.

Expected Results:

When a lib has been downloaded, the refresh button should show the /lib folder now that it has content.

Actual Results:

The /lib folder does not show up when content has been downloaded (when clicking the "Refresh" button)

Does the problem occur:

Every time on both my computer's.

When does the problem NOT occur?

Never

Workarounds:

Restart the IDE.
I'm pretty sure saw this the other day actually now that I think about it, so this is verified.
