This feature has already been implemented, or is already achievable with existing methods.
Allow hub owner to shut down manually and remove/allow (either of the two) certain key's/people to host the game, something like this, basically have full control over the game's that appear on their hub

This is already possible with an application of hub_password, as well as a remote server manager.

There is no effective way to use hub_password as a black/white-list, unless you are manually distributing host files.
