Descriptive Problem Summary: When no program is selected, pop-up bubbles are not displayed when friends login, games become live, etc.

Numbered Steps to Reproduce Problem:
1) Open the BYOND pager so that the desktop is visible behind the pager and log in.
2) Click the desktop so that the pager becomes inactive (The title bar and windowed space become "grayed out")
3) Wait for a friend to login or a game to become live. Notice that when a bubble is expected to be displayed, one is not displayed.(This can be somewhat difficult to reproduce with only one computer to test on, although this can happen with the initial login friends live, and games live popups, if followed before they both display.)

Expected Results: For pop-up bubbles to be displayed whenever the pager is running.

Actual Results: When there are no programs selected, pop-ups are not displayed.

Does the problem occur:
