I'm still confused as to how it works..

I had someone be a test subject:

Key: Jerak Korak

jerankorak flags=4&message=Testing%20Ban%20123&reason=Testing%20Reason

This was doing in ~/.byond/cfg/hostban.txt
Uhm ... well, it lists a ckey to ban, the type of ban, message to show to them, and reason. And yep, it's host-wide, according to the user you are running under. That's about it, really?
Uhh.. Uhm.. I entered it correctly. Since it banned him. ban.txt seems to activate instantly since I changed the message and it displayed it the next time he relogged. But hostban.txt seems to take quite a while to activate.
Loads on world boot.
I saw somewhere that Tom said does it in a 30s interval now.
Alright, fair enough.
Question is.. why is it taking about an hour to activate?
"[1:57:00 PM] Done." -- It's now 2:56 PM. Still hasn't done its job.. *rubs chin*
