I have an icon state called breathing hard, I want it to switch to the breathing hard icon state when my stamina is below a certain point and when the player is not walking.
Any help would be great, thanks.
Set up an if and then statement asking:

If the players stamina is below X, then set the icon state to 'breathing hard.' Simple logic, isn't it? If you don't know how to do this, then check the Reference guide.
