What does a battle system really need?

I was just trying to prioritize when I was coding, so I thought I would revamp my weak and poorly coded battle system. And I was trying to decided on what a battle system really needs.

I made one,and I'll give you some of my opinons that I used for my battle system.Blocking,Attacking,Monsters,Stats,and stuff like that.Like Random Combat.
