In-Game Events

I was wondering how In-Game events should happen.

Example:


Sargeant Death d00d and his minions have arrived in Liberty City and is planning to take over the world.


I was thinking GM's should be the main bad guys, but evil villians may be asked to be the minions. Any other suggestions? or thoughts?

No, there is actually a contest on my forums to choose a better name for it lol. I never knew that name was taken, lol
