I haven't been able to find a solution for this and people I've asked don't know either.
How would I go about setting an interface control to a higher priority than another?
For example, setting a label or a button's priority so that it is set over the map.
Is this done during runtime with winset, script, or is it not even possible?

ummm, im pretty sure if you look at the little window with all the options you will see a menu called layout, just go to that and "move forward" while you have the control you want moved selected, im not sure if there are any other ways than that though.
