Turf "overwrite" When creating map, how to avoid

When i select a turf that does not have an icon to use over an area of my map, it ends up deleting the area of the map. I want it to be a layer over this slightly transparent like in the last version of byond, but its not working out so well....

Essentially, you can hold Ctrl+Click to place an atom over another. You can go Options>>Click Behavior to allow click to return to its original behavior.

By the way, please read the 455 notes, Tom gave us them for a reason.
