I've made a turn based combat system, but I'm looking to make it more interactive then it already it. I'm looking for ways to make it like you pick a skill, then your enemy picks one, then for example, if you choose punch and they choose block, they will block.(Under the right conditions.)
It sounds like you want to take input from multiple players and then perform actions afterward. I'd suggest a simultaneous turn system. I have a library available if you're interested. It is currently being used in Occupied Forces, GrimTunnel, and my current project.
