Descriptive Problem Summary: When clicking on a link in a browser element in the Web Client, a pop-up prompts the user to open a file. Additionally, the link fails to follow though and send the player to where they are intended to go.

Test Case: Shape Shifter
1) Download, host, and open Shape Shifter in the Web client.
2) Join and begin a new game.
3) Click the help button.
4) In the browser, click the Introduction link.
5) Observe a prompt for the user to download a file, and that the page is not directed to the #Intro tag." Screen-shot

Expected Results: For the browser to move to the #Intro tag, as presented in the steps above.

Actual Results: The browser shows no response, and the user is prompted to download a file.
