The programs might be a little outdated, but they still hold true to be viable tools for development on the Windows platform.

BlitzPlus is a nifty 2D game design tool that allows you to make Windows applications using the power of DirectX, mixed with the syntax style of BASIC.

Blitz3D adds a third dimension to your games with an easy to implement command set, while still keeping the simplicity of BASIC. It lacks some of the functionality of 2D commands in BlitzPlus.
