Reorder server listings - webclient

Issue hasn't been assigned a status value.

Place webclient compatible servers at the top of the server list.

This might result in people wanting to make their version compatible with it - aka an increased amount of testers.

Tobba	This is a bad idea since some branches of SS13 cant be made compatible due to missing features (or dont want to due to the problem of missing CIDs, or simply a bunch of other problems related to that BYOND version)

Tom	I think we should have the webclient stuff be separated until it is fully stable-- maybe just divide the listings with a pane. I want to encourage testing but I agree with Tobba that until it is stable, we don't want to make it the default.
