Is there a way to retrieve an RGB code from a tile underneath a mob? I've got stealth planes and I really don't wanna use a blank icon state or an outline.

Realistically speaking, no.
Technically speaking, yes. But the technical solution is complicated and won't help you very much in any kind of action setting.
