Not unless the tribunal convenes and can get a majority vote on it, and you fill out the necessary forms (Form I-O53 and Form G-0KU).

No, the 10 people that use these forums regularly will not read your book. Therefore, you should abandon your book idea entirely and never speak of it again ever in life.
