This issue has been resolved.
For some reason there is random white-space in the web client surrounding the title-bar.

This may have to do with ID:1763270 however I am not sure.

This happens with FF, IE, and Chrome.

Is it "random", or is it consistent but doesn't belong there? Accuracy in reporting is important.

The only thing I'm seeing is a single pixel of white just above the top of the skin. Is that what you're referring to?

I'm actually not too sure, I made a few copies of the title bar and there doesn't seem to be anything wrong with those.

I'm referring to the single pixel of white above the top of the skin, and the single pixel of white above the BG Image and below the title bar.

Sorry I don't have a better explanation, I'm not quite sure why it's doing that.
