This issue has been resolved.
Descriptive Problem Summary:
This is a fresh install of a brand-new server running Windows Server 2012 R2. I've been using Remote Desktop to interact with the server, and I downloaded Byond as a zip file onto it and started to work on setting up a Dream Daemon server for Space Station 13. After the first time that I launched Dream Daemon and closed it, whenever I try to run it, no window opens, however the icon does appear on the taskbar.
Numbered Steps to Reproduce Problem:
1. Launch Dream Daemon.
2. Close program fully.
3. Relaunch.

Expected Results:
I expected Dream Daemon to launch normally with no problems.
Actual Results:

Not applicable.
In other user accounts?
The issue does not occur on other accounts on the machine currently.
On other computers?
No.
When does the problem NOT occur?
I can not get it to run beyond the initial installation.

Did the problem NOT occur in any earlier versions? If so, what was the last version that worked? (Visit http://www.byond.com/download/build to download old versions for testing.)
Happened with current and one previous version.

Workarounds:
Unknown at this time.
This is probably a multi-monitor issue. I suggest looking at the cfg/daemon.txt file in your BYOND data directory to see if the window coordinates are messed up.
That worked perfectly, thank you. In the daemon.cfg file, it had set both coordinates to negative values, setting them back to positive fixed it just fine.
