Based on past experiences with this kind of thing, I suggest reinstalling both Internet Explorer and Flash for IE (it has to be IE Flash, not Flash for a different browser). If problems continue, make sure you update to the newest version of the .NET framework (some versions have caused problems on Windows 8.1).
