reply/quote at the bottom of posts

Issue hasn't been assigned a status value.

I feel like these buttons belong at the bottom of posts instead of the top.

I mean, you're only gonna hit them after reading the whole post, right?

Kaiochao	Move the header to the footer? I also don't understand the purpose of the bottom Reply box aside from screwing up the reply tree.
