Do you think there might be any way people could use a .dms script to cause bad things for other people?

Good question.
The .dms script language has been designed intentionally without any possibility of doing serious damage. It is a safe way to forward people to a BYOND URL--much much safer than giving them a .dmb file that accomplishes the same thing. We will never add any sort of file access controls to the DM Script language, so that it remains useful for this purpose.
