C++98 != Windows 98 support

The earliest IE version DS supports is IE4, so moving to a more modern compiler would be lovely.

I wasn't implying this. I was trying to take a stab at the use of VC6, which was the last iteration before they dropped Win9x support. I wasn't aware they ever upgraded to VS2013, but then I've also been gone for some time.
