Matheushg2011, it's not a certainty that you have the same problem. If you have Avast, you should start by adding all BYOND programs to its exceptions list.

No. I have nothing to go on. There has to be some aspect of your system that's causing the problem, and my money is still on the issue being some kind of interference from security or antivirus software.

I've got another fix I might try. The computer in question is a surface pro 3 and Byond worked perfectly fine before I 'refreshed' my windows 10 install. I've had issues before on this that caused some stuff to not work well (AKA start menu wouldn't open, etc.) So I 'refreshed' it using a specific windows 10 surface pro USB boot file, Byond worked fine after using that, but I don't know if that's the issue. I'll be trying to reinstall using that USB file again possibly.
