Until libcurl is implemented in BYOND, Dropbox is not an appropriate place to host your download files.

He means that BYOND won't support https links until a future update. You can't just convert things from https:// to http://, the host in question has to handle that for you. Dropbox doesn't support http:// downloads at all.
