Defining an area or a multi-tile HUD object as a PLANE_MASTER caused slowdowns from duplicate plane masters (most of them empty) being drawn. This is a re-fix of an old bug, whose original fix culled all empty plane masters even if they weren't duplicates.

When defining an area, or a HUD object spanning multiple tiles, as a PLANE_MASTER, extra plane masters are created that can mess up rendering and slow it down.
