When I launch BYOND, it run normally until I get to the little title screen. Then it just vanishes. I've tried reinstalling, restarting etc. Now you might say to "Delete the windows-pos line in MyDocuments/Byond/cfg/pager" but I don't have a windows-pos line in there.
I have no clue what to do, and I've spent the last hour trying to find answers. So I would be grateful for some help.

What does the cfg/pager.txt file say? There should be a window-pos line there somewhere, because the pager always saves that on exit.

I imagine that's the issue, actually. The pager is known to fail when encountering a file path with unexpected characters. Is your Windows login name really "!"? That's a really bad idea, it forces every folder in your personal directory to be part of an invalid path and I'm surprised Windows would even allow that, more surprised that other programs don't outright fail because of it as well.
