Descriptive Problem Summary:
Changing frequency of a sound does not change the sound in any way.

Change a sounds frequency before sending it to a client.
Expected Results:
Changing frequency speeds up and pitches up a sound
Actual Results:
The sound remains the same.

A change was made in 1350 to fix the issue of sound frequency multiplying and or adding.
The fix seems to have inadvertently stopped frequency from doing anything at all.
I didn't notice the issue at first because I modify frequency on my sounds by very small amounts in most cases, usually in order to add variance to the sounds.
I noticed today that there was no variation in the sounds and other sounds which had their frequency modified were suddenly sounding different.
Workarounds:
None. I've tried messing around with sound update and resending the sounds and nothing seems to work.
