Implementing this feature is not possible now or in the foreseeable future
It would be great if there was a feature where the server has the ability to record everything that goes on into a file, as if the file was one giant client that sees everything that happens. It should then be possible to play back the file to see what happened.
I'm not sure that could work. For one thing, such a recording would tend to be huge. Also a lot of things on the server would need to be changed so that it could reconstruct fake clients as if they were real for playback purposes. But the bigger issue is, if this is to try tracking a crash or something then it's very likely the recording would stop just short of the trigger.
I think this would be a waste of time and not really feasible, tbh. You can already log movements and information you need to see what happened and if you want to record your gameplay you can just use a third party program.

This wouldn't be for tracking crashes, this would be for investigating incidents between players.
That would be something entirely up to the developer of the game.
