Deleting that file at runtime is a good way to make sure dynamic resources take a ton of extra overhead to be loaded. It should be clearing each time you reboot the game and will trim itself down when it reaches a certain size.
You'd probably be better off requesting a better means of controlling how big it gets, since wiping the file manually can cause a lot of issues similar to what happens when it fills up.
I feel like it might be prudent to explain what cache you are talking about to avoid confusion/misunderstandings

I assumed he was talking about the dynamic rsc file (dyn.rsc)
