Can you give us more information? What do you mean by "doesn't load" and "just sits there", precisely? What are you seeing, in detail?

If you mean that the games panel has a loading icon that spins forever, there are two major causes of that. One is using a Japanese system locale; the other is if you have special characters in your user data path, like Cyrillic. If your user path has anything besides regular friendly ASCII or some basic accented Latin characters, then what you can do is go to Preferences | Advanced in the pager, and change your user directory to something simple like C:\BYOND.
