When clicking and dragging a window from fullscreen maximized, into a resized non-fullscreen position, the window does not call the skin declared resize command.

This has actually been reported already. The underlying condition is that Windows rather rudely does not supply any other information about the resize other than the WM_SIZE message, and for multiple reasons on-size commands are not fired off in response to WM_SIZE. It's something I need to figure out a good workaround for.
