I can't open byond every time I try to it gets stuck on the "loading game information" screen I've uninstalling and reinstalling and running as an admin but nothing has worked.

If your locale is Japanese, change that. Otherwise the most likely cause is Unicode characters in your user data path (especially Cyrillic); if you go to Preferences | Adavnced in the pager you can change your path to something simple like C:\BYOND.
