Need help with a water wave

Can anyone guide me to a tutorial or try to explain to me on how I can achieve a water wave? I've been at it for a while and cannot get anything that looks good.

do u mean like a beach kind of effect, where water rises and falls.

Uhm, I guess so. I just need help with a regular water wave attack.
