Steps to Reproduce Problem:
When I try to join a server, My Byond says Connected to World and it freezes there. I have tried the steps written in the article,but it didn't have Cache to delete it.Any help is appreciated.

You mention that you tried to follow the steps in "the article", which is this one I assume (please correct me, if you meant another one) and failed. Could you be a bit more specific on what you tried exactly and how/where/why something failed?
