Byond central is not accessible

BYOND Build Number: 442.1020
Operating System: Windows XP
Video/Graphics Card: GeForce 8600
Game Hub/Link: Tried like 15 games, none worked.
Internet Connection Type: Broadband
Firewalls/Routers: TeleWell 510v3(I think), Already tried disabling Firewall

Problem Description: For a day now when I've tried to connect to BYOND games it has said "Byond central is not accessible". If i try to log on through the pager it will just display my status as offline and display the same message. I've tried the few things I was able to find on the internet, like port forwarding and reinstalling, but nothing seems to work. The dream Daemon seems to be able to connect and login succesfully but I can't join any games.

Exact message trying to join SS13:

Steps to Reproduce Problem: I have absolutely no idea

Since you have not mentioned any of the steps listed in there in your first posting, may I ask what exactly you have done?
