So i just downloaded the host files for DBL2 and i was thinkin is there any commands or anything to change my character stats or give it money or something? and also when i play and press the "host" button on the bottom right corner it says "This feature requires the world to be running on your machine" should it be saying that? (im new)

As for your first question on editing your character, you need to address the forum/administration of the specific game, since that is up to each developer.
If you want to host a game, you should try Dream Daemon, which is way better suited for the purpose.
