'I'm not sure if this belongs here, because this issue is with the game's creator. I'm trying to host an older version of a game he made, and he keeps on remotely shutting down the server, attempting to delete all the save files in the process. He freely gives out the host files, but doesn't allow anyone to host because they haven't been given permission for a game he doesn't care about. Is there anything that can be done? He can somehow get into a locked server, and any effort to get a good game going is ruined by this guy, and he just keeps on saying that we should join his newer game, which we don't really like.'
Sorry, but as you are using somebody else creation, you have to abide by the rules this person opposes.
You are free to create your own game though, or negotiate with the person that tries to keep you from enjoying the game.

Theres nothing hat can be done? Surely theres sometthing in the rule book willing giving out his files, just to do that?

It is the creators own copyrighted material, you'll have to accept that. Create your own dream game if you want full control over what's going on.
