PktFilter BSD Rule Based firewall

Problem Description:
After setting up the new rule based firewall found here:
http://www.hsc.fr/ressources/outils/pktfilter/index.html.en

I can connect to the 'game' and others can connect but Dream Daemon reports that the used port (30000) can not be reached by players and is not shown on the hub.

Connect Address is:
byond://aondcrey.dyndns.org:30000

Port is forwarded as is expected in a router and firewall allows incoming TCP traffic on 30000 from any source address.

More thoughts:
Does byond use any extra port to verify the incoming port. Outbound connections are totally unrestricted but yet I am still receiving this odd behavior.
Disregard please, failed to account the established flag.
It seems easy to get snagged by rule based firewalls when there is no decent examples of their configuration lying around.
