Every time i try to put down a power plant or gov building it says i need -3 more power to put down one.. I also tried removing towns/gov buildings which didn't help. PLEASE FIX THIS ACE

Your mistake was removing Government buildings, which provide power.

While in negative power you can't build power plants or Government buildings, as you stated.

Next time you'll need to keep the Government buildings and remove just towns/schools/hospitals/military buildings etc.
