Without a doubt Kabuto. Mangekyou sharingan? No. Tailed demon? No. Controls sand? No. Controls shadows? No. Almost single-handedly beat the 5th Hokage in a fight with fair ease? Awwww yeeeah

And now I just learned that Kabuto absorbed Orochimaru. 10x more beastly.
