Descriptive Problem Summary:
Placing a map inside a child element, will allow you to scroll horizontally if it has focus and the child window is taller than the child elements pane. This requires you to hold shift at the same time to work.

Numbered Steps to Reproduce Problem:

1) Run a game with the default interface and a map of some arbitrary size
2) Left click on map
3) Hold Shift and scroll with the mouse

Expected Results:
Scrolling is not allowed to occur in a child pane under any circumstance

Actual Results:
Scrolling occurs, if the above conditions are met:
* Child pane with reference to two windows
* One window is sized vertically (for vertical splitter; horizontal for horizontal splitter?) larger than the child pane size for that window.

Does the problem occur:
Every time

Workarounds:
None
I didn't have time to test this with a horizontal scroll bar; but I *assume* that with a horizontal scroll bar, sizing it horizontally larger than the child pane will allow the scrolling.
Not really important, but the Web Browser I listed was Firefox :P
Yeah, my bad ;) It wasn't relevant to this, so I didn't edit it from the default template which grabs the issue submitters browser.
