Descriptive Problem Summary:
When not using TILED_ICON_MAP, and when the map is rendered without hardware acceleration, icons that have a width or height matching world.icon_size are shrunk to a single tile.

Numbered Steps to Reproduce Problem:
1) Create a project with world.map_format=TOPDOWN_MAP, world.icon_size=32.
2) In the world's skin file, use a feature such as transparent windows which forces software rendering.
3) Create an icon of a size such as 128x32 and add it to the map or client.screen.
4) Run the game. If the skin is enabled and software mode is forced, the icon will appear 32x32. If hardware acceleration is used, it will be 128x32.

Expected Results:
The icon should display in its native size.

Actual Results:
The icon displays as a single tile, but only in software mode.
