I've made this is a base for all the portraits. I do think there are few problems in it but dont know what are these. Help me improve this so that I can use it in my game.

Thanking in advance.

You can start by adding some eyes. How are the people in your game supposed to see?
Looks nice :) but like et said it doesn't look as good without the eyes.
He said it's WIP, so eyes might not be there for a reason :P.
(either that or eyes are going to be an overlay)

Anyway, I think it looks fine, but the problems are the head shape, and the neck. You make it look as though the neck on the shoulder are the same thing. As for the head, either add more definition on the right jaw, or decrease the fat on his cheek.
EDIT:
Also, the lighting is a little off. Try setting the source like NorthEast or NorthWest, instead of from Above.
You're off a good start. You've got the basic structure down. I think you could benefit from another color or two. I wasn't quite sure where your light source was coming from so I made it top right. It's a rough edit but I hope it helps somewhat. I didn't add eyes because you might have your own specific style for them. Anyways, keep up the good work.

@ EmpirezTeam and Bayjune: As BeignetLover said, this is a WIP and I am going to make various Portraits based off this base portrait. Different portraits will have different eyes ^_^.

@BeignetLover: Thanks for critique. That 'decrease the fat on his cheek' point helped a lot!

@Jordan: Love your edit! Helped me a lot and because of this I was able to make this base portrait better.

Here is the edit:

Second Palette:

C&C welcome!
The neck is too thick, and the ears protrude a tad too much. You tried to add depth to the ear by placing a darker pixel among the lighter ones, but it just looks like crap. Change it.
