Given the heavy performance boost a client sided processing of mini maps would yield compared to the solutions we could work with now, it seems a sensible addition.
The element should be configurable and addable through winset only, as to avoid players from cheating in a game, or at least should be rather restricted. An option to choose shape, colour and display of various types would seem neat.
Scrolling and zooming should be customizable and restrict-able as well.

Are you suggesting merely a copy of the main view or a completely independent view? The latter is not at all feasible at this time, but it's something I'd like to support in the future.

Yeah, a separate view is definitely not something open for consideration at this time. The view code is too heavily built around the concept of a one-to-one relationship between client and view, not to mention a lot of our language features are built on that premise as well.
