This is not a bug. It may be an incorrect use of syntax or a limitation in the software. For further discussion on the matter, please consult the BYOND forums.
Descriptive Problem Summary:
In the reference, it says the volume variable is a percentage of the sound file's full volume. In Modplug, you're able to adjust the sample volume to be over 100 (500 max). The problem is, if you set this sample volume to be over 100, it will fail to play in DS.

Expected Results:
DS will correctly play the sound file at the specified percent of the sound file's full volume.

Actual Results:
The sound file doesn't play at all.

Does the problem occur:
Every time? Or how often? Every time.

When does the problem NOT occur?
This doesn't occur when the sound file's sample volume is set to 100 or lower. The file also plays at the correct volume in DS if the sample volume is set to 100 or lower.

Workarounds:
None.
This is an issue with FMod, not something we can address. The best solution is to use the maximum volume for each sample to begin with and never overdrive it.
