Get full path of a file, or a directory select dialog

Issue hasn't been assigned a status value.
Sometimes in file processing utilities it would be useful if we were able to either get the full path of a file, or have a directory/folder select dialog (i.e., 'as folder').

To be clear, input() as file returns "file.txt" instead of "c:/folder/file.txt"
