Why not have competitions for people to win the right to design their own decks?
Just choose a period of time, and people will compete at regular intervals to achieve such, ok?

I'm offering a special deal in that matter. They would choose the KIND of deck to make in a progressive fashion, then I would present the set to you to be refined.
It would keep repeating, 1 set at a time, but when a set is being made, the winner would have the right to coordinate my basis as well. Like? | |
I think he means designing his own deck as in cards set.

If you mean designing new cards, that sort of thing is tricky and requires the co-operation of various people and the people designing the cards would need to understand balance and how the game works.
