Is it possible to allow players who are logging in, to only change the tone of their skin, instead of the entire icon color, or to at-least limit what colors can be used?

Basically I dont want little green/blue men/woman walking around....

Now i was told you could use Set Intensity but after looking into that, i'm even more lost now.
