Vote Mute , reboot and boot

how to make a voting system such that people can vote for auto muting, booting a person or rebooting the server..
any help would be appreciated

This is the second case where you've come here and made a vague request for an entire system, with no apparent effort put in on your part.

Please go away and try to come up with something, be it code or "pseudo-code", and come back presenting that, asking a more solid question.
