This Dragonball-based RP game is called Empire. It has non-abusive admins (and no coded admins) and the new version is in testing. It's a little different compared to other games of its type, but it's got an active coder and a lot of potential. Updates are currently planned to be weekly.

LOL, you forget one simple thing: "Empire" isn't copyrightable since it can also refer to a whole lot of different empires throughout the centuries.
